NIgga- who can say it?

So, I've always been interested in the power of language, and lately I've been listening to a lot of rap/hiphop. The topic of this poll is the word "Nigga." It comes up a lot in music, in everyday life, and I've noticed a lot of younger non-black people saying it lately. So what are your thoughts? Who has a right to say "Nigga?"
I just don't know how do feel about this word. On the new Big Brother airing in Britain, a contestant used the N word qyite flippantly and even though everyone knew it wasn't meant negatively, she was booted from the house by the show's bosses. Especially after the "racism" (see: class jealousy) fiasco in the January Celebrity Big Borther.
It's not my place to say that word really, as there is a lot of negativity around it.
It's kind of how I feel about saying the word fag. I feel I have the right to say it in one way but I don't like using it as there is so much badness that comes with it.

interesting point about the word fag. i feel like i cant really say fag, but that i can say gay, homo, dyke, queer etc... bc i am bi (read: actual bisexual, not fashionable bisexual) so the words that pertain to me or groups that i'm a part of i have no problem saying. i am not outspoken about my sexuality though, so i think some people think i'm insensitive or or hateful when i say these things, when in reality i feel the opposite
maybe a better question is who should have the power to decide who ought to use the word or not? is it something we're all qualified to assess? or just some of us in certain situations?
It is freedom of speech but you could go to jail kickin' some ass or worst, killing them and losing your freedom. So speaking of morals...Kicking someone's ass because of the word is like throwing fuel on an already big fire, it's still NOT right. Don't take it to heart if you live in hypocrisy...
Im trying to break myself of that habit, saying "my nigga this," or refering to myself as one, my gal, who is hispanic, dont like it much, and honestly, in my older age, I dont either. But old habits die hard.
