WORLD'S WORST DICTATORS:
3 is THAN SHWE OF BURMA

Than Shwe
Country: Burma (Myanmar)
Age: 75
In Power Since 1992
Last Year's Rank: 6

In August and September, Buddhist monks led pro-democracy demonstrations against 45 years of military rule. Than Shwe ordered troops to fire at the crowds: They killed dozens of protestors, and his forces detained several thousand more. Burma's symbol of democracy, Nobel Peace Prize-winner Aung San Suu Kyi, remains under house arrest.

U.S. LINK: President Bush ended imports from Burma in 2003, but the U.S. sells the country more than $7 million in exports each year. After the fall crackdowns, Bush accused Than Shwe of "vicious persecution.

"

Rise to Power
A Burmese National Army veteran who spent several years in a psychiatric hospital after suffering from war-related post-traumatic stress, Than Shwe ascended the military ranks until he was named to General Saw Maung's cabinet. When Maung stepped down unexpectedly citing health reasons in 1992, Than Shwe seized control of Burma's government. Since then, he has ruled the country with an iron grip: Torturing dissidents, arresting journalists who oppose his regime, and keeping a stranglehold on the economy.

Oppression and Poverty
Burma has no constitution. Its people have no right to change their government. They are subject to forced labor and forced relocation. Human Rights Watch estimates that there are more than 1 million internally displaced people. Than Shwe's abuses against human rights have prompted numerous nations to impose economic sanctions, which have crippled Burma's economy. Thousands of impoverished citizens, like this 85-year-old woman, rely on the support of charitable nursing homes.

Broken Promises
Soldiers parade during Armed Forces Day in Yangon, Burma. Than Shwe frequently has vowed to his people that he will establish a constitution and a "road map" to democracy, but he has done little to loosen his totalitarian control of the country. For a relatively small country, Burma has the 12th largest standing army in the world.

Protest Massacre
One of Than Shwe's most notorious acts to date involved his ruthless response to protests last August and September. Buddhist monks led pro-democracy demonstrations against 45 years of military rule. Than Shwe ordered troops to fire at the crowds: They killed dozens of protestors, and his forces detained several thousand more.

Buddhist
Than Shwe has made numerous public displays of his support of Buddhism. He and his wife, Naung Thihashwe, were the first leaders of Burma to visit the Buddha shrine in Budh Gaya, India. But after his government opened fire and killed Buddhist monks last year, many countries have express outrage over such hypocrisy. President Bush accused Than Shwe of "vicious persecution.
